In 2006, the Commonwealth Health Insurance Connector Authority was created by Chapter 58 of Acts of 2006. Section 2 of Chapter 176Q of Massachusetts General Laws established the CCA to offer affordable healthcare to Massachusetts citizens. CCA is a referral agency that helps people who don't meet income requirements to be eligible for the Commonwealth's Medicaid (MassHealth). CCA offers subsidized, unsubsidized assistance for people to obtain insurance. The appendix of this report gives a description of all the CCA programs. Below is a table that summarizes CCA's participation in both subsidized and unsubsidized programs. CCA allows Massachusetts residents to apply for insurance. They must first submit an application. This requires the applicant's name, social security number, birth date, income level, family size, and address. CCA applies the same rules as MassHealth Title 130 of Massachusetts Regulations to determine eligibility and verify the information.
